NOTES TO JOB APPLICANTS

1. You must clearly demonstrate on your application form under each question, how, and to what extent you meet the required criteria as failure to do so may result in you not being shortlisted. Section 1 - Essential Criteria

 

The following are essential criteria which will initially be measured at the shortlisting stage and which may also be further explored during the interview/selection stage. You should therefore make it clear on your application form how, and to what extent you meet these criteria. Failure to do so may result in you not being shortlisted.

Qualifications/ Experience	Hold a minimum of IMI Level 4 Certificate in Advanced Automotive Studies or equivalent and have a minimum of three year’s demonstrable working experience of carrying out diagnostic assessments and rectification of electrical faults on a range of buses, large vehicles, plant and machinery. Hold Manufacturer qualifications in the use of diagnostic equipment and electrical repair. Hold a minimum of three year’s demonstrable experience successfully operating as an Auto Electrician providing support in fault diagnosis and electrical repair to a large Transport Operation.  Your answer must include details of how you manage your schedule to optimise your labour efficiency and productivity. Hold a minimum full current category B (or equivalent) driving licence.  If passenger carrying vehicle Category D (or equivalent) is not held, candidate must be willing to obtain other categories if required. JOB DESCRIPTION

JOB TITLE: Locality Auto Electrician

RESPONSIBLE TO: Senior Fleet Improvement Manager

JOB PURPOSE:

The principal focus of this post will be the direct maintenance, repair, adjustment and installation of electrical and electronic components independent of the vehicle (e.g. CCTV or HVAC System), including related elementary mechanical adjustments to reduce costs and achieve value for money across the EA fleet.

A key output of this role would be to engage OEM suppliers for manufacturers’ recommended guidance for component repair or replacement, and when necessary, engaging and managing specialist contractors, whilst ensuring health and safety obligations are met at all times.  The post holder would provide subject matter expertise on all aspects of auto electrical repairs and support EA Fleet Management on good practice procedures and contribute to the development of EA vehicle specifications, fleet maintenance tenders and vehicle audits.

The post-holder will develop, implement, monitor and manage innovative solutions and procedures aimed at providing assurance of electrical component reliability and safety.  They will continually explore industry leading techniques and methodology for the efficient management of vehicle electrical system condition and safety.

The postholder will support Senior Management with any future projects involving zero emission vehicles

KEY RESULT AREAS (RESPONSIBILITIES):

Respond on a day-to-day basis to requests from EA vehicle users, for specialist repairs to vehicle electrical systems, specialist equipment such as CCTV, heating systems and other services deemed necessary:

• Respond quickly and effectively to requests for day to day vehicle electrical system maintenance and repairs to the electrical or specialist equipment in EA vehicles.
• Carry out regular visits to vehicle locations in relation to day-to-day vehicle electrical system problems and planned maintenance programmes.
• Carry out vehicle electrical system repairs and planned maintenance and engage with suppliers of various disciplines to carry out vehicle electrical system repairs and planned maintenance projects.
• Issue and being accountable for works orders to suppliers, for maintenance works and tendered projects.
• Inspect, supervise and instruct suppliers of various disciplines in relation to the quality of work in progress.
• Co-operate with DVA and HSENI requirements to enable maintenance projects to be carried out effectively and in compliance with relevant legislation.
• For outsourced electrical system repairs, supervise the compliance with all relevant current regulations and legislation with particular emphasis on the Health and Safety of pupils, EA staff and the general public.
   

To carry out and prepare condition reports on all vehicles, to ascertain electrical system maintenance requirements:

• Co-ordinating and engaging with multi-discipline vehicle related contracts for all vehicles, ie body manufacturer, chassis OEM, CCTV, electrical, ventilation and controls to identify solutions.
• Submit regular vehicle electrical system condition reports to the Fleet Locality Manager and maintain and regularly update records of vehicles using electronic Fleet Management System.
            

Prepare and complete vehicle electrical system or specialist equipment repairs by liaising with OEM (original equipment manufacturers), sourcing interpreting electrical diagrams, applying technical updates, fault diagnosis and repair. Contribute to tender development to enhance EA vehicle specifications:

• Co-ordinating and engaging with multi-discipline vehicle related contracts for all vehicles, ie body manufacturer, chassis OEM, CCTV, electrical, ventilation and controls to identify solutions.
• Preparing estimates of cost based on current price data and own experience in relation to vehicle maintenance repair works.
• Apply specialist knowledge to prepare all necessary specifications, working drawings and tender documents as required, to obtain competitive tenders for vehicle maintenance and fleet replacement projects.
• Prepare and complete the upgrading and installation of replacement electrical components in Education Authority vehicles in association with the service delivery requirements.
• Provide advice to Senior Management in relation to feasibility and cost of proposed maintenance projects.
• Advise and direct suppliers regarding Education Authority projects, procedures and requirements.
• Supervise the introduction of new vehicle technology and new vehicles into Education Authority including zero emission and alternative fuels.
• Plan and implement works under the Education Authority’s Fleet Replacement Programme.

To supervise contractors of various disciplines to carry out the maintenance programme and be accountable for associated contractual matters:

• Inspect, supervise and instruct vehicle component suppliers of various disciplines in relation to fulfilling warranty claims.
• Co-ordinating and supervising multi-discipline contracts for all vehicles to complete warranty claims ie CCTV, heating, electrical, ventilation, motors, controls and other components deemed necessary.
• Investigating and reporting on matters in respect of vehicle malfunction claims against the Education Authority.
• Issue and being accountable for works orders to suppliers for vehicle maintenance and tendered projects.
• In line with Public Procurement Policy, certify suppliers accounts for payment, being accountable for their accuracy and content.

To use the existing Education Authority’s Fleet Management System, Diagnostic Software, finance systems and procurement software and other ICT systems.

Other Duties:

• Comply with EA policies and procedures in relation to the duties and responsibilities of the post;
• Any such other duties that the EA may from time to time require.
• Complete additional training as required to meet the requirements of the post.

 

The list of duties is not intended to be exhaustive or exclusive.  The post holder may be required to undertake various other duties as deemed necessary and commensurate with the level of responsibility of the post.  The Authority reserves the right to update the Job Description to reflect the changing needs of the Service in consultation with the post holder.
