This role is part of our in-house Mechanical, Electrical and Public Health Subcontractor, Mace MEP, within the Bidding and Preconstruction team.

In the role of Senior Mechanical Engineering Manager on the Bidding and Preconstruction team, you will be responsible for evaluating all tender documentation and preparing comprehensive design reviews, proposals, and technical documents. Your duties will also include developing scopes of work, cost estimates, comparative levelling assessments, and value engineering solutions for the mechanical and public health systems throughout the bidding, tendering, and PCSA phases.

You’ll need strong expertise in both mechanical and public health engineering, including the ability to interpret specifications and design, assess project risks, and collaborate effectively with designers, contractors, and suppliers.

A working knowledge of basic electrical systems will be valuable, allowing you to coordinate efficiently with your electrical counterparts and contribute to integrated building solutions. Your role will also involve ensuring all work complies with regulations and best practices, while helping the team deliver competitive and accurate bids also completing PCSA periods for projects should it be required.

Key Job Roles & Responsibilities:

Overseeing the MEP engineering components within the bidding and preconstruction team, consistently demonstrating professional and respectful conduct and ensuring compliance with Mace standards, while also providing support in managing programme delivery, health, safety and well-being, quality assurance and project commissioning.
Liaising and coordinating with key project stakeholders, establishing effective working relationships with clients, consultants, trade contractors, and other team members.
Providing technical expertise throughout the tendering and preconstruction process by collaborating effectively with the bid team, sector leadership, and bid leads, while also supporting the development and implementation of procurement and logistics strategies.
Ensuring that specialist packages and appointments are procured in alignment with the agreed scope demarcation and budget.
Able to conduct initial contract reviews, develop scope and contract sum analyses, perform value engineering, bid levelling, schedule management, and trade contract preparation. Additionally, comprehensively support commercial teams throughout the bidding and preconstruction lifecycle, by reviewing progress and addressing any issues that arise.
Examining BSRIA BG6 Stage 2–4 design packages, pinpointing areas where there are gaps or contradictions, as well as identifying opportunities for value engineering that may enhance the project's financial outcomes, timeline or carbon reduction efforts.
Reviewing designs submitted by consultants and trade experts involves checking for compliance, ensuring coordination, and confirming completeness—including considerations of embodied carbon and operational energy within the MEP services design. It is crucial to understand, communicate, and apply the appropriate design frameworks.
Developing and implementing project technical plans in alignment with the Mace operating framework and strategic priorities—including prefabrication (C2P), design review, commissioning and commissionability, as well as health and safety.
Preparation and the implementation of strategies and programmes across every phase of the project, ensuring that essential milestones, interfaces, dependencies, logistics, and work sequencing are thoroughly evaluated and managed.
Be capable of recognising and defining the extent of any third-party interfaces within all packages, including functional performance, sizing principles and system interdependencies.
Developing and executing quality and commissioning strategies that follow Mace standards, including QSOs, QHPs, ATPs, IST and soft landings.
Presenting at various meeting whether that’s internally or to consultants and clients.
Crafting compelling bid proposals by showcasing the business’s strengths within a sales context and communicating these effectively.
The ability to undertake rule of thumb design/basic design calculations during the analysis of designs.
Managing and driving consultant teams through technical queries, clarifications and design development during tender and preconstruction stages.
Liaising with planning teams to input durations, critical paths and temporary works requirements.
Reviewing buildability, identifying installation risks, spatial restrictions, heavy lifting requirements and interface coordination issues.
Proactive identification of risk and the production of mitigation plans.
Recommending continuous improvement and providing lessons learned through the knowledge share process.
Working collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.

You will need to have:

Advanced knowledge and understanding of engineering systems including design standards and frameworks, installation techniques, best practice, engineering processes, sizing principles and system interdependencies, prefabrication and system commissioning requirements, sufficient to manage the project team on programme from an initial tender period through to contract completion.
Familiarity with design standards such as the British and EN standards, CIBSE Guides, BSRIA guides, BG6, TM54, TM65 Soft Landings.
Strong understanding of coordination principles, plant interface requirements, spatial constraints and architectural impacts.
Proficient knowledge of construction builds elements, including sequencing and dependencies to ensure consideration, collaboration and co-ordination with other work packages
Proficient knowledge of planning processes and management, with sufficient understanding of key construction release requirements, critical path, tasks/works scheduling and commissioning activities to allow for planning and control of the project from Pre-construction through to practical completion.
Ability to identify technical, design, commercial and programme risks, at an early stage, with the capability to draft comprehensive risk registers, propose mitigation strategies and develop alternative technical solutions as required.
The ability to undertake rule of thumb design/basic design calculations during the analysis of designs.
Ability to manage simultaneous bids, deadlines and multiple stakeholder demands.
Continuous improvement mindset—tracking lessons learned, improving bid templates, and evolving technical narratives.
Proficient knowledge and acumen of commercial management to allow commercial control of a package(s), inclusive of the procurement processes, bid analysis, package levelling, change control, programme impact, risk and mitigation, cost to complete and commercial forecasting.
Buildability review skills—identifying installation risks, spatial restrictions, heavy lifting requirements, and interface coordination issues.
Competency in reviewing BIM models, drawings and schematics to ensure completeness and buildability.
Ability to craft win themes and ensure technical compliance across quality submissions.
Ability to lead in pressurised situations, making decisions and offering concise direction.
Setting of clear objectives and supporting others in completing complete tasks.

Proficient knowledge of health, safety and welfare core elements such as working from height, electrical safety, fire safety, logistics and lifting, to provide awareness and ensure application in the safe management across the project.
Proficient knowledge of quality assurance process and management and commissioning of single systems as well as the integration of systems through cause and effect, BMS and IST integration periods to allow full completion of the project.
Trade/Technical apprenticeship or Graduate development programme.
Formal Engineering/bachelors training (HNC. HND, BTEC or equivalent).
SMSTS and CSCS Card
Experienced in delivering projects in excess of £25m+ MEP value.
Experience in the relevant construction sector.
Demonstrated track record of successful projects/contribution.
Proficiency in building services or a specified engineering discipline.
